Man waives extradition in 1984 WY murder case

HELENA - A Montana man accused of shooting a woman to death nearly 25 years ago in western Wyoming has waived extradition.

Troy D. Willoughby, 45, appeared before District Judge Dorothy McCarter Wednesday and agreed to be transported to Wyoming to face charges that he killed Lisa Ehlers of Jackson Hole, WYOMING, in June 1984. He is to be back in Wyoming by March 28.

Willoughby, of Wickes, was arrested on March 1 for failing to register as a violent offender. First-degree murder charges have been filed against Willoughby in 9th Circuit Court in Sublette County.

Court records say Ehlers, 25, was found dead next to her car at a U.S. 191 turnout near the mouth of Hoback Canyon. She had been shot in the head, chest and hand.

Prosecutors say Willoughby was implicated by his ex-wife and an old friend.
